Public Management
Question One
Everyone seeks a leader with whom they have faith and respect for direction and
motivation, and this is natural (Avolio & Hannah, 2020). A person who is capable of holding
their own in any argument is self-assured in both their words and deeds and lives their life
according to their values, serves as an example for all of us. The choices that leaders make have
the potential to affect every step towards the attainment of organizational goals. As a result, an
executive department with the most influential leader is likely to become successful compared to
that with a less competent leader. This person may be anyone, from the head of our department
at the office to a respected educator or political figure. Arrogance is a negative character
characteristic that should be avoided at all costs, despite the fact that pride is an essential
component of a person’s identity. One of the most detrimental things a leader can do is create the
appearance that they are too busy to speak with anyone who approaches them (Karim et al.,
2023).
In most cases, this takes place during election seasons, which are typically times when
people are most engaged in politics. Despite their reserved demeanour, spiritual leaders like the
Dalai Lama, Mata Amritanandamayi, and the late Pope John Paul II have a significant amount of
influence over the millions of people who follow them. People like Hitler, Subash Chandra Bose,
and Muammar Gaddafi are just a few political figures who rose to prominence as a result of the
intense and passionate speeches that they gave. It is possible to improve a person’s unique
personality, as well as their self-assurance, communication skills, and personal presentation.
There is no such thing as achieving greatness by mistake. The distinctive people that we develop
into are the product of a combination of our upbringing, the circle of friends and family that we

maintain, the books that we read, and other similar experiences (Alloubani & Akhu-Zaheya,
2018).
On the other hand, some things cannot be grown in a garden in your backyard. Not
everyone possesses the qualities necessary to be an effective leader who is able to influence the
ideas and behaviours of others who are in their immediate environment. It is impossible to teach
someone how to keep their integrity and stand their ground in the face of overwhelming odds or
dangerous conditions because these are both innate abilities. Aung San Suu Kyi, the democratic
leader of Myanmar, was confined to her home for a number of years when she was under arrest.
She was not allowed to visit her husband in the hospital while he was still alive, and he
eventually passed away. In spite of everything, she remained steadfast in her convictions and
declined to give in (Foley & Gërxhani, 2020).
These well-known individuals are held up as examples of what it means to have
remarkable mental and moral fortitude because of how they conduct themselves throughout their
daily lives. Therefore, it is reasonable to assert that education or experience alone is insufficient
to equip one with the necessary leadership abilities. There are aspects of our personalities over
which we do have some degree of control, but there are also aspects that will always be a part of
who we are (Karim et al., 2023).
Question Two
To mould the manner in which they lead their followers, every successful leader makes
use of a distinct combination of personal qualities and attributes. As a result, those in positions of
authority should be able to evaluate the effectiveness of their leadership styles in light of a
combination of the qualities mentioned earlier and identify the areas in which they have room for
growth. The mode of leadership that is utilized is an even more critical factor in determining the

success of a business. As a result, a leader needs to have the capacity to assume control of the
situation and recognize when it is appropriate to make an executive decision as opposed to one
that involves more consultation. In addition, a leader needs to have the experience necessary to
discern which type of leadership will be most effective in a particular situation (Foley &
Gërxhani, 2020). When a leader is secure in their method of leading, they are better able to take
command of the massive problems that lie ahead.
Various leadership styles can be applied by present-day organizations for the maximum
attainment of their set goals and standards. First, after taking into account the thoughts and
feelings of every member of the team, decisions are made using a democratic style of leadership.
Under this model of leadership, which emphasizes collaboration and consultation, every member
of the team has a say in defining the future of the various initiatives that are already in place.
However, the duty of making decisions ultimately falls on the head of the organization (Avolio
& Hannah, 2020).
Additionally, because it allows everyone in an organization to have an equal say on
significant subjects, democratic leadership is one of the types that is considered to be among the
most popular. It is highly comparable to the manner in which official decisions regarding
businesses are made in boardrooms. The decisions that are made are ultimately put to a vote in a
leadership structure that is democratic. To be an effective democratic leader, one must be able to
recognize when and how to delegate responsibility for various matters, such as the assignment of
tasks. It does so by putting the experience and knowledge of the people involved to good use
(Bolden et al., 2023).
Second, a regime based on authoritarian rule is another leadership style that present-day
firms can use to attain their targets efficiently. In this configuration, the leader makes all of the

decisions without consulting their team at any point. The ultimate authority figure bears
responsibility for everything. They are in charge of everything, and they ensure that everyone
follows their instructions. The employees are not included in any consultations that take place
before decisions are made. After a decision has been made, everyone is required to follow the
example set by the leader. On the other hand, authoritarian leadership can be effective when
there is a pressing need for a decision to be made quickly, and the leader possesses considerable
knowledge and comprehension in the domains that are pertinent to the circumstance. When the
outcome of a decision is not dependent on the opinions of others or on reaching a consensus, it is
also a good concept.
Finally, another leadership strategy is leadership with complete independence. One way
to describe a boss who practises “laissez-faire” management is as “hands-off” or “passive.”
Instead, leaders should ensure that their teams have access to the information, data, and resources
that will allow them to perform their duties effectively. The “let them be” style of leadership is
distinguished by a lack of micromanagement and the expectation that subordinates will take the
initiative when resolving challenges and completing duties. This style of leadership is also
known as the servant leadership style. Leaders who refrain from micromanaging their
subordinates are more likely to be successful in recruiting and retaining employees who are
resourceful, competent, and self-driven. Suppose employees are given more freedom and
responsibility in their jobs (Bolden et al., 2023). In that case, they may experience a greater sense
of satisfaction in their work, which in turn may boost morale and productivity within the team.
