· Differentiate between strategic, operational, and tactical planning.

· Explain how the mitigation and preparedness concepts work together as part of the whole community concept.

The FEMA’s Whole Community Concept paper

· Must be a minimum of three double-spaced pages in length (not including title and references pages)

Must include a separate title page with the following:

· Title of paper

· Student’s name

· Course name and number

· Instructor’s name

· Date submitted

Must use at least one credible source in addition to the course text and the
